Mr. Romero is Of Counsel at Carno Law Group, a Professional Law Corporation. Mr. Romero is an experienced and accomplished litigator. For almost 20 years his practice has focused on representing business clients in multiple industries, including in the construction, real estate and healthcare industries. He has represented the legal interests of general contractors, subcontractors, trucking companies, various materialmen and suppliers, and hospitals, medical doctors and other healthcare professionals.


Mr. Romero has been both a lead and supporting attorney in numerous federal and superior court trials, appeals, mediations and administrative hearings. Many of the matters he has handled involved payment disputes (government claims, mechanic’s lien, stop notice and payment bond claims), defect claims, delay and acceleration claims, bid disputes, challenges to insurance or indemnity demands, federal, state and administrative appeals, surety litigation, and commercial business transactions. In one such case involving a month-long jury trial, his client received a million-dollar plus judgment against a national real estate company. While working at various matters at CLG, Mr. Romero has achieved positive results for its clients with respect to construction claims, collection demands, change order disputes, delay claims, differing site conditions claims, extra work claims, construction defects, administrative appeals, bid protests and prime/subcontractor disputes.


Carno Law Group (“CLG”) has also developed a niche practice with respect to Government Contracts and SBE/WBE/MBE/VBE and SBA 8 (a) certification issues. Mr. Romero is experienced in the certification process and has assisted companies to become certified. He has also defended companies from challenges by competitors and public agencies as to their certification and as to whether the companies have met outreach and participation goals. This experience and his knowledge of administrative law, including laws, rules and regulations involving contractor’s licensing and MBE/DBE and 8(a) certification has allowed Mr. Romero to assist contractors as they expand their business and qualify for bidding on government contracts. Mr. Romero has also advised contractors on how to protect themselves from false claims actions from public agencies or qui tam plaintiffs which could result in the contractor’s complete disqualification for public contracts.


Mr. Romero has also been active in CLG transactional practice. He has handled the formation of multiple entities including drafting corporate bylaws, limited liability operating agreements, corporate resolutions, among other things. He has also drafted multiple share transfer agreements transferring businesses from a former owner to employees or to minority shareholders, employment agreements, non-disclosure agreements, and promissory notes.


Mr. Romero graduated from Biola University in 1991, received his Juris Doctorate degree from Chapman Law School in 2004, cum laude, and received his Master of Laws degree from Loyola University of Chicago in 2017. He is admitted to practice in all the courts of the State of California, in the Southern, Central and Eastern Districts of the United States District Courts of California, and in bankruptcy court of Central District of California. He is fluent in Spanish. In 2017 and 2018, respectively, Mr. Romero attained a Healthcare Compliance Certificate from Loyola University of Chicago, Beazley Institute for Health Law and Policy and a Health Care Compliance and Healthcare Privacy Compliance from the Compliance Certification Board. He also attained a certification from the International Association of Privacy Professionals as a Certified Information Privacy Professional (CIPP/US).
